Non-Licensed Asbestos Work (NNLW) Controls

Non-licensed asbestos work covers tasks involving lower-risk asbestos-containing materials such as cement sheets, textured coatings, and certain gaskets where the fibre release is expected to be low. Although a licence is not required, strict controls still apply including notification to the HSE, use of RPE, and proper waste disposal. This talk explains what qualifies as NNLW and the controls that must be followed.

Control Measures
  • Confirm the work qualifies as non-licensed by checking the HSE decision matrix before starting.
  • Notify the HSE online using the ASB5 form if the work is classified as notifiable NNLW.
  • Ensure all operatives have completed asbestos awareness training as a minimum before starting.
  • Wear RPE with a minimum P3 filter and disposable coveralls during all NNLW tasks.
  • Wet the material thoroughly before removal to suppress fibre release into the air.
  • Remove asbestos cement sheets whole where possible — do not break, cut, or drill them.
  • Double-bag all asbestos waste in red-striped labelled bags for disposal by a licensed carrier.
  • Decontaminate tools and equipment by wet wiping after use — never use compressed air for cleaning.
  • Keep a record of all NNLW including the date, location, materials, and operatives involved.
