Temporary Accommodation Fire Risk

TBT-FIR-027

Temporary site accommodation including portacabins, welfare units, and drying rooms presents a significant fire risk on construction sites. These structures often contain electrical heating, cooking equipment, and combustible materials in a confined space. Fires in site accommodation spread rapidly and can trap occupants. This talk covers the fire prevention measures needed for temporary accommodation on UK construction sites.

Key Hazards
Rapid fire spread through combustible cabin materials and furnishings
Occupants trapped when fire blocks the single exit in a cabin unit
Electrical fires from overloaded sockets and faulty portable heaters
Arson and vandalism targeting unoccupied site accommodation at night
Control Measures
  • Ensure every cabin unit has at least one fire extinguisher and a working smoke detector.
  • Provide two means of escape where cabin layouts allow, or position units to aid rapid evacuation.
  • Prohibit the use of portable fan heaters and unapproved electrical equipment in all cabins.
  • Test smoke detectors weekly and replace batteries immediately when the low-battery alert sounds.
  • Keep escape routes clear of stored materials, boxes, and obstructions at all times.
  • Display fire action notices in every cabin showing the alarm point, exit, and muster location.
  • Maintain a clear separation distance between cabin units and the main building works.
  • Ensure temporary accommodation electrical systems are inspected regularly by a competent person.
  • Lock cabins securely overnight and report any signs of tampering or attempted entry.
Remember
  • Every cabin must have a working fire extinguisher and smoke detector at all times
  • Portable fan heaters and unapproved electrical equipment are prohibited in site cabins
  • Keep all escape routes clear of stored materials and obstructions without exception
  • Test smoke detectors weekly and replace batteries immediately when alerts sound
  • Lock cabins securely overnight and report any signs of tampering the next morning
