Plant Pre-Start Inspection Procedures

A pre-start inspection must be carried out by the operator before using any item of plant or equipment on a construction site. The inspection checks that the machine is safe to operate, identifying defects in brakes, steering, hydraulics, lights, mirrors, warning devices, and structural components. Defects found during pre-start checks must be reported and resolved before the machine is used. Starting work with a defective machine puts the operator and everyone nearby at serious risk.

Brake failure causing loss of vehicle control on slopes and haul roads
Hydraulic system leaks leading to sudden loss of boom or bucket control
Missing or damaged mirrors and cameras creating dangerous blind spots
Structural defects in chassis or boom components causing catastrophic failure
Control Measures
  • Complete a documented pre-start inspection before operating any plant at the start of each shift.
  • Follow the manufacturer's pre-start checklist covering all safety-critical systems and components.
  • Check engine oil, coolant, hydraulic fluid levels, and fuel before starting the machine.
  • Test all brakes, steering, lights, horn, reversing alarm, and cameras before moving the machine.
  • Inspect the condition of tyres or tracks, pins, bushes, and structural components for wear or damage.
  • Check that all guards, covers, and safety devices are in place and functioning correctly.
  • Report any defect on the pre-start inspection form and do not operate the machine until it is repaired.
  • Ensure the quick hitch safety pin is engaged and the attachment is correctly secured before operation.
  • Keep the pre-start inspection records available on the machine for review by supervisors.
Remember
  • A pre-start inspection is the operator's personal responsibility before every shift without exception.
  • Never operate a machine with a known defect, even if you think the task will only take a few minutes.
  • Brake failure is one of the most common causes of plant incidents and must be checked every day.
  • Missing mirrors, cameras, or faulty reversing alarms create blind spots that kill pedestrians.
  • The quick hitch safety pin must be visually confirmed engaged before any excavator attachment is used.
  • Pre-start records are a legal requirement and must be completed honestly and kept on the machine.
