COSS (Controller of Site Safety) Duties

The Controller of Site Safety is the person responsible for implementing the safe system of work at a rail worksite. The COSS ensures that all workers are briefed, the correct protection is in place, and everyone reaches a position of safety when required. This talk explains the COSS role, their key responsibilities, and what every worker on a rail site must understand about the COSS duties.

Workers struck by trains because the safe system was not correctly implemented
Worksite limits exceeded putting people beyond the protected area
Communication failure between the COSS and signaller or lookouts
Workers not reaching a position of safety within the available warning time
Control Measures
  • Attend the COSS briefing before starting any work on or near the railway line.
  • Confirm you understand the safe system of work, worksite limits, and your position of safety.
  • Obey all instructions from the COSS immediately and without question during track work.
  • Move to your position of safety when the warning is given without delay or hesitation.
  • Do not cross or walk along the track outside the limits of the safe system in place.
  • Report any concerns about the safe system or your ability to reach safety to the COSS immediately.
  • Ensure your high-visibility clothing meets the required railway standard before going trackside.
  • Stay within the defined worksite limits at all times during the possession or line blockage.
  • Account for all your tools and equipment when the COSS calls for clearance of the line.
