What?

  • Non-licensed asbestos work covers lower-risk tasks such as removing asbestos cement products or textured coatings.
  • NNLW does not require an HSE licence but still demands trained workers, risk assessments, and controls.
  • Examples include removing asbestos cement roofing sheets, downpipes, gutters, and small quantities of ACMs.
  • Notifiable non-licensed work (NNLW) must be reported to HSE online before work begins.
  • Workers undertaking NNLW must hold asbestos awareness training plus task-specific training as a minimum.
  • All NNLW must be carried out using a written plan of work that details controls and waste disposal.
  • RPE, disposable coveralls, and controlled wetting are required to minimise fibre release.
  • Asbestos cement must not be broken, drilled, or cut with power tools as this releases dangerous fibres.
  • Waste must be double-bagged in labelled asbestos waste sacks and disposed of at a licensed facility.
  • The Control of Asbestos Regulations 2012 sets the legal framework for all asbestos work in the UK.

Why?

Prevent mesotheliomaThere is no safe level of asbestos exposure. Even brief uncontrolled exposure can cause mesothelioma decades later.
Legal requirementThe Control of Asbestos Regulations 2012 require notification, training, and controls even for non-licensed work.
Fibre release riskBreaking asbestos cement or dry removal releases respirable fibres that are invisible and remain airborne for hours.
Do Don't
  • Notify HSE online before starting any notifiable non-licensed asbestos work.
  • Ensure all workers hold current asbestos awareness and task-specific training.
  • Prepare a written plan of work detailing controls and disposal arrangements.
  • Wet asbestos materials thoroughly before and during removal to suppress fibres.
  • Wear RPE and disposable coveralls for all asbestos removal tasks.
  • Remove asbestos cement sheets whole; do not break, cut, or drill them.
  • Double-bag all asbestos waste in labelled bags and seal securely.
  • Dispose of asbestos waste only at a licensed waste facility with documentation.
  • Decontaminate tools and equipment after use with damp wiping methods.
  • Keep non-essential personnel clear of the work area during removal.
  • DON'T use power tools to cut, drill, or break asbestos-containing materials.
  • DON'T remove asbestos without the required notification to HSE in place.
  • DON'T allow untrained workers to handle or disturb asbestos materials.
  • DON'T dry sweep or use compressed air near asbestos removal areas.
  • DON'T mix asbestos waste with general construction waste for disposal.
  • DON'T remove RPE or coveralls until you have decontaminated properly.
  • DON'T leave removed asbestos materials unsecured or in open skips.
  • DON'T assume asbestos cement is safe because it looks intact and solid.
  • DON'T eat, drink, or smoke in areas where asbestos work is taking place.
  • DON'T dispose of asbestos waste without a consignment note and licensed carrier.
