CDM 2015 Regulations Overview

The Construction (Design and Management) Regulations 2015 are the main set of regulations governing health and safety on UK construction projects. CDM applies to all construction work and places duties on clients, designers, principal designers, principal contractors, contractors, and workers. Understanding your duties under CDM helps ensure that health and safety is managed properly from design through to completion and handover of the finished project.

Control Measures
  • Understand your specific duties under CDM 2015 based on your role in the project.
  • Ensure a construction phase plan is in place before work begins on any construction project.
  • Cooperate with the principal contractor and other contractors sharing the site.
  • Follow site rules, induction requirements, and safe systems of work at all times.
  • Report any unsafe conditions, near misses, or concerns through the established reporting system.
  • Ensure you are competent and trained for the tasks you are assigned to carry out.
  • Check that welfare facilities including toilets, washing, rest areas, and drinking water are provided.
  • Participate in site inductions, toolbox talks, and method statement briefings as required.
  • Do not start any task unless you have been briefed and understand the risks and controls.
Remember
  • CDM 2015 applies to all construction work in the UK without exception or minimum threshold.
  • Every worker has a duty to cooperate with others and report unsafe conditions promptly.
  • A construction phase plan must be in place before any work starts on a notifiable project.
  • You must not carry out any task unless you are competent, trained, and properly briefed.
  • Welfare facilities are a legal requirement and must be available from the first day on site.
  • CDM places duties on everyone involved in a project, not just the principal contractor.
