What?
- An F10 notification informs the HSE that a construction project is about to start.
- CDM 2015 Regulation 6 requires notification for projects lasting longer than 30 working days with more than 20 workers.
- Notification is also required if the project exceeds 500 person-days of construction work.
- The client is responsible for ensuring the F10 is submitted to HSE before the construction phase begins.
- The F10 must include project details, client information, and appointments of principal designer and contractor.
- A copy of the F10 must be displayed in the site office where it can be read by all workers.
- The notification must be updated if key details change during the project such as PC or PD appointment.
- Failure to notify is a criminal offence under CDM 2015, enforceable by the HSE.
- The F10 can be submitted electronically through the HSE website at no charge.
- Notification helps HSE target inspection resources at higher-risk construction projects.
Why?
| Legal requirement | CDM 2015 makes F10 notification mandatory for qualifying projects — failure to notify is a criminal offence. |
| HSE oversight | Notification allows the HSE to plan inspections and target resources at projects with higher risk profiles. |
| Project accountability | The F10 establishes a formal record of duty holder appointments and project details from the outset. |
