Tank and Vessel Entry Procedures

Tanks and vessels on construction and process sites are confined spaces that may contain toxic gases, oxygen-depleted atmospheres, or residual hazardous substances. Entry without proper planning and controls has caused multiple fatalities in the UK. This talk explains the procedures that must be followed before, during, and after entering any tank or vessel on site.

Toxic atmosphere from residual chemicals or decomposing organic matter
Oxygen depletion causing rapid loss of consciousness and death
Engulfment in residual liquids or loose solids inside the vessel
Entrapment due to restricted access points and internal baffles
Control Measures
  • Obtain a confined space entry permit before any person enters a tank or vessel.
  • Carry out continuous atmospheric monitoring for oxygen, flammable gases, and toxic substances.
  • Ensure the tank is fully isolated from all pipework, valves, and energy sources using lock out tag out.
  • Purge and ventilate the vessel to establish and maintain a safe breathing atmosphere throughout entry.
  • Position a trained top man at the entry point with rescue equipment ready for immediate deployment.
  • Use intrinsically safe lighting and electrical equipment inside the vessel at all times.
  • Ensure a rescue plan specific to the tank geometry and access points is in place before entry.
  • Limit the number of entrants to the minimum required to complete the task safely.
  • Brief all entrants on the communication system, emergency signals, and the evacuation procedure.
Emergency / Rescue

If an entrant becomes unresponsive or the gas alarm sounds, do not enter the vessel. Raise the alarm immediately, activate the rescue plan, and deploy the winch or tripod system. Call 999 for emergency services.

Remember
  • A confined space entry permit is mandatory before anyone enters a tank or vessel
  • Continuous atmospheric monitoring must run before and throughout the entire entry period
  • The tank must be fully isolated from all pipework and energy sources before entry begins
  • A trained top man with rescue equipment must remain at the entry point at all times
  • Never enter a tank to rescue someone without breathing apparatus and a trained backup team
