Top Man and Entry Controller Responsibilities

The top man, also known as the entry controller, plays a vital role in every confined space entry. They remain outside the space at all times, maintaining communication with entrants and ready to initiate rescue if needed. This talk sets out the duties, competency requirements, and critical actions expected of anyone assigned to this role.

Control Measures
  • Ensure the top man is trained and competent in confined space entry procedures and emergency response.
  • Maintain continuous communication with entrants using agreed signals or radio systems.
  • Keep the confined space entry permit, gas readings log, and rescue plan at the entry point at all times.
  • Never leave the entry point unattended while personnel are inside the confined space.
  • Monitor atmospheric conditions using portable gas detectors and record readings at required intervals.
  • Raise the alarm immediately if communication is lost or an entrant shows signs of distress.
  • Ensure rescue equipment including tripod, winch, and breathing apparatus is set up and ready for use.
  • Control access to the confined space by checking every person against the entry permit before they enter.
  • Never enter the space yourself to attempt a rescue unless you are a trained rescuer with backup.
Emergency / Rescue

If an entrant becomes unresponsive or the atmosphere alarm sounds, raise the alarm immediately using the site emergency procedure. Do not enter the space. Deploy the rescue winch or tripod system and call 999.

Remember
  • The top man must remain at the entry point at all times during confined space work
  • Never attempt to enter the space yourself to rescue a casualty without trained backup
  • Continuous communication with entrants is essential throughout the entire entry period
  • Gas monitoring readings must be recorded at the intervals specified on the entry permit
  • Rescue equipment must be set up, tested, and ready before any person enters the space
