A structural collapse on a construction site can trap workers under rubble and debris, creating a life-threatening situation that requires an immediate and coordinated response. Secondary collapse is a significant risk to rescuers. This talk explains the emergency procedures for a structural collapse, the roles and responsibilities of site personnel, and the critical actions that save lives in the first minutes.

Secondary collapse injuring rescuers who enter the unstable area
Severed services causing fire, gas leak, or electrocution at the collapse zone
Dust clouds obscuring visibility and causing respiratory distress after collapse
Control Measures
  • Raise the alarm immediately using the site emergency procedure and call 999 for fire and rescue.
  • Evacuate all non-essential personnel from the collapse area and establish a safe cordon.
  • Do not enter the collapse zone until a competent person has assessed the risk of secondary collapse.
  • Isolate all services including gas, electricity, and water in the affected area if safe to do so.
  • Account for all personnel using the site register and report any missing persons to the emergency services.
  • Designate a meeting point for emergency services and assign someone to direct them to the scene.
  • Provide first aid to any accessible casualties while awaiting specialist urban search and rescue teams.
  • Keep a record of all persons known to have been in the collapse area at the time of the incident.
  • Preserve the scene once the rescue is complete for subsequent investigation by the authorities.

Raise the alarm and call 999 immediately. Evacuate the area and do not re-enter. Isolate services if safe to do so. Account for all personnel and brief emergency services on arrival about missing persons and site layout.
