Safety Zone and Buffer Zone Compliance
Safety zones and buffer zones are the clear areas between live traffic and the working space on highway construction sites. They provide reaction time and stopping distance for errant vehicles before they reach the workforce. Encroaching into these zones, even briefly, removes the protection they provide and has caused worker fatalities. This talk explains the zone requirements and why staying within the protected area is critical.
- Mark the safety zone boundary clearly with cones or temporary barriers before work starts.
- Ensure the safety zone width meets the minimum requirement for the road speed limit.
- Never store materials, plant, or equipment inside the safety zone or buffer zone.
- Brief all operatives on the zone boundaries and the consequences of encroachment.
- Appoint a dedicated person to monitor zone compliance throughout the working shift.
- Stop work and withdraw if the safety zone is breached by traffic or errant vehicles.
- Use vehicle restraint barriers where the risk assessment identifies a high-speed vehicle incursion risk.
- Review zone dimensions if the road speed changes or temporary speed limits are altered.
- Include safety zone awareness in the daily pre-shift briefing for all highway workers.
- Never step into the safety zone or buffer zone for any reason during the working shift
- The safety zone width must meet the minimum requirement for the road speed on that section
- Never place materials, plant, or equipment inside the safety or buffer zones
- Stop work and withdraw immediately if the safety zone is breached by errant traffic
- Zone boundaries must be marked clearly and briefed to all workers before each shift
