What?

  • LOLER 1998 applies to all lifting operations and lifting equipment used on construction sites.
  • Every lifting operation must be properly planned, supervised, and carried out in a safe manner.
  • A lift plan is required for every lift — verbal instructions alone are never sufficient.
  • All lifting equipment must have a valid thorough examination certificate before use on site.
  • The safe working load must never be exceeded — the weight of every load must be known before lifting.
  • An appointed person is responsible for planning lifts, and a lift supervisor must oversee the operation.
  • Exclusion zones must be set up beneath and around every lift to protect people from falling loads.
  • Wind speed must be monitored — most cranes must cease work when wind exceeds set limits.
  • Slingers and signallers must hold valid competency cards such as CPCS or NPORS.
  • Dropped loads, overturned cranes, and crush injuries are among the most severe lifting incidents.

  • Inspect all slings, shackles, and lifting accessories before each use.
  • Set up clearly marked exclusion zones before any lifting operation begins.
  • Use a trained banksman or signaller with agreed signals for every lift.
  • Monitor wind speed and stop lifting when conditions exceed safe limits.
  • Ensure the crane or equipment is set up on firm, level ground.
  • Use tag lines to control the load and prevent it from spinning.
  • Report any near misses, equipment defects, or concerns about a lift immediately.
  • DON'T carry out any lift without a written lift plan and briefing.
  • DON'T exceed the safe working load of any crane, sling, or accessory.
  • DON'T use lifting equipment without a valid thorough examination certificate.
  • DON'T use damaged, worn, or defective slings, chains, or shackles.
  • DON'T walk or stand beneath a suspended load at any time.
  • DON'T signal a crane operator unless you are the designated signaller.
  • DON'T continue lifting operations in wind speeds above the stated limit.
  • DON'T set up cranes or lifting equipment on soft or sloping ground.
  • DON'T guide loads by hand — always use tag lines to control movement.
  • DON'T ride on loads or use lifting equipment to carry people unless designed for it.
