Lifting Operations Overview (LOLER)

Every lifting operation on a construction site must be properly planned, supervised, and carried out safely. Dropped loads, crane collapses, and failed lifting accessories cause fatalities each year. LOLER requires all lifting equipment to be thoroughly examined and all lifts to be carried out by competent people following a documented lift plan.

Dropped loads striking workers beneath or near the lifting area
Crane or lifting equipment collapse due to overloading or ground failure
Failure of slings, shackles, or lifting accessories during operation
Uncontrolled swinging loads causing crush injuries to nearby workers
Control Measures
  • Ensure every lift has a written lift plan approved by the appointed person before it begins.
  • Verify the weight of every load before lifting and never exceed the safe working load.
  • Check all lifting accessories for valid thorough examination certificates before use.
  • Establish exclusion zones beneath and around all lifting operations with barriers and signage.
  • Use tag lines to control load rotation and prevent swinging during lifting operations.
  • Ensure the crane or lifting equipment is positioned on firm, level ground with outriggers deployed.
  • Appoint a trained slinger and signaller for every lift and agree communication signals beforehand.
  • Stop all lifting operations when wind speed exceeds the limits stated in the lift plan.
  • Report any defects in lifting equipment or accessories immediately and take them out of service.
Emergency / Rescue

If a load becomes unstable or equipment fails, clear the area immediately and sound the alarm. Do not attempt to steady a falling load. Call 999 if anyone is injured.

  • Every lift must be planned, supervised, and carried out by competent trained people.
  • Never stand or walk beneath a suspended load under any circumstances whatsoever.
  • Check the safe working load of all equipment and never exceed it for any reason.
  • All lifting accessories must have valid thorough examination certificates at all times.
  • Wind, rain, and poor visibility can make lifting operations extremely dangerous.
  • If a lift does not feel right, stop immediately and speak to your supervisor.
