Process Valve and Blind Isolation

TBT-LOT-026

Process valve and blind isolation prevents the flow of liquids, gases, or chemicals through pipework during maintenance and construction work. Closing a valve alone may not provide positive isolation because valves can leak, be accidentally opened, or fail to seal completely. Installing a blind or spade provides a physical barrier that guarantees the pipeline is fully isolated. This talk explains the procedure for valve and blind isolation.

Key Hazards
Chemical or gas exposure from valves leaking past the seat after closure
Accidental re-opening of isolation valves by uninformed personnel on site
Residual pressure or trapped fluid releasing when the pipeline is broken
Incorrect blind size or rating failing to hold back the process pressure
Control Measures
  • Close the isolation valve fully and lock it in the closed position with a personal safety lock.
  • Install a spectacle blind or slip plate at the flanged joint to provide positive physical isolation.
  • Ensure the blind is rated for the maximum pipeline pressure and compatible with the process medium.
  • Drain and vent the section of pipework between the valve and the work point before breaking any joint.
  • Attach a danger tag to the valve and blind stating the isolator's name, date, and permit number.
  • Verify zero pressure at the point of work using a calibrated gauge before opening any flanged joint.
  • Use correct PPE including face shield, chemical gloves, and overalls when breaking into any pipeline.
  • Record all valve and blind isolation points on the permit to work before authorising the task.
  • Remove blinds and locks only after confirming all personnel are clear and the permit is formally closed.
Remember
  • Close the valve and lock it, then install a spectacle blind for positive physical isolation
  • The blind must be rated for the maximum pipeline pressure and compatible with the process medium
  • Drain and vent the isolated section before breaking any flanged joint or connection
  • Verify zero pressure at the point of work with a calibrated gauge before opening any joint
  • Tag the valve and blind with your name, the date, and permit number for clear identification
  • Remove blinds and locks only after all personnel are clear and the permit is formally closed
