A confined space entry permit is one of the most critical safety documents on a construction site. It authorises entry into a space that could contain toxic gases, insufficient oxygen, or other life-threatening hazards. The permit documents every precaution: atmospheric test results, isolation status, ventilation arrangements, rescue equipment readiness, and the identity of every person entering the space. No one may enter a confined space without a valid, completed, and signed permit displayed at the entry point.

Control Measures
  • Complete every section of the confined space entry permit before authorising any entry.
  • Verify atmospheric test results are within safe limits and recorded on the permit.
  • Confirm all mechanical, electrical, and process isolations are locked off and tagged.
  • Check that rescue equipment including tripod, winch, and breathing apparatus is assembled at the entry.
  • Ensure a trained top man is assigned and present at the entry point for the duration of the work.
  • Record the names of every person who will enter the space on the permit.
  • Display the permit at the entry point where it is clearly visible to all personnel.
  • Set a maximum duration for the entry and require a new permit if the time is exceeded.
  • Close out the permit formally when all persons have exited and the work is complete.
Emergency / Rescue

If atmospheric conditions change or a worker shows signs of distress, evacuate the space immediately. Activate the rescue plan, use the tripod and winch if needed, and call 999.

Remember
  • No entry to a confined space is permitted without a valid, completed, and signed entry permit.
  • Atmospheric test results must be recorded on the permit and confirmed within safe limits before entry.
  • Every isolation must be verified as locked off and tagged — never rely on verbal confirmation alone.
  • Rescue equipment must be assembled, checked, and ready at the entry point before the first person enters.
  • The permit must be displayed at the entry point throughout the entire duration of the work.
  • When the work is complete, close out the permit formally and confirm everyone has exited safely.
