What?
- Lifting permits are formal documents authorising specific lifting operations under controlled conditions.
- They ensure that every critical lift is planned, risk assessed, and authorised before it takes place.
- LOLER 1998 requires that all lifting operations are planned by a competent person and properly supervised.
- The permit records the load weight, crane capacity, radius, lifting accessories, and exclusion zone details.
- An appointed person (AP) or lift supervisor must sign the permit before the lift can proceed.
- Lifting permits cross-reference the lift plan, risk assessment, and crane thorough examination reports.
- Changes to the lift such as different load weights or positions require a new or amended permit.
- The permit must be displayed at the lifting location so all personnel can see it is authorised.
- Lifting permits typically expire at the end of the shift or work period and must be re-issued.
- Complex lifts including tandem lifts, personnel lifts, and lifts near power lines always require permits.
Why?
| Prevent dropped loads | Unplanned or poorly controlled lifts cause dropped loads, crush injuries, and fatalities on construction sites. |
| Legal compliance | LOLER 1998 Regulation 8 requires every lifting operation to be planned and supervised by a competent person. |
| Clear communication | The permit ensures everyone involved in the lift understands the load, method, exclusion zones, and their responsibilities. |
