What?

  • Lifting permits are formal documents authorising specific lifting operations under controlled conditions.
  • They ensure that every critical lift is planned, risk assessed, and authorised before it takes place.
  • LOLER 1998 requires that all lifting operations are planned by a competent person and properly supervised.
  • The permit records the load weight, crane capacity, radius, lifting accessories, and exclusion zone details.
  • An appointed person (AP) or lift supervisor must sign the permit before the lift can proceed.
  • Lifting permits cross-reference the lift plan, risk assessment, and crane thorough examination reports.
  • Changes to the lift such as different load weights or positions require a new or amended permit.
  • The permit must be displayed at the lifting location so all personnel can see it is authorised.
  • Lifting permits typically expire at the end of the shift or work period and must be re-issued.
  • Complex lifts including tandem lifts, personnel lifts, and lifts near power lines always require permits.

Why?

Prevent dropped loadsUnplanned or poorly controlled lifts cause dropped loads, crush injuries, and fatalities on construction sites.
Legal complianceLOLER 1998 Regulation 8 requires every lifting operation to be planned and supervised by a competent person.
Clear communicationThe permit ensures everyone involved in the lift understands the load, method, exclusion zones, and their responsibilities.
Do Don't
  • Obtain a signed lifting permit before any controlled lifting operation begins.
  • Verify the load weight matches the weight stated on the lifting permit.
  • Check that crane capacity charts confirm the lift is within safe limits.
  • Ensure all lifting accessories have current thorough examination certificates.
  • Display the lifting permit at the lift location for all to see.
  • Establish and enforce the exclusion zone specified on the permit.
  • Stop the lift and review the permit if conditions change unexpectedly.
  • Re-issue the permit if the load, position, or method changes.
  • Brief all personnel involved in the lift on their roles and duties.
  • Hand back and close the permit formally once the lift is complete.
  • DON'T proceed with a lift without a valid, signed lifting permit in place.
  • DON'T lift a load heavier than the weight stated on the permit.
  • DON'T use lifting accessories without current thorough examination certificates.
  • DON'T ignore the exclusion zone boundaries specified on the lifting permit.
  • DON'T continue a lift if wind speed exceeds the limits in the permit.
  • DON'T modify the lift plan without amending or re-issuing the permit.
  • DON'T allow the permit to carry over to the next shift without re-issue.
  • DON'T assume the crane operator has seen the permit; brief them directly.
  • DON'T lift over personnel or occupied areas unless the permit authorises it.
  • DON'T sign a permit unless you are the authorised appointed person.
