Asbestos in Soil Remediation Safety

TBT-REM-020

Asbestos-contaminated soil is commonly found on brownfield sites where buildings containing asbestos have been demolished. Asbestos fibres bound in soil can become airborne during excavation, screening, and handling operations. Remediation of asbestos in soil requires specialist controls beyond standard contaminated land procedures. This talk covers the specific hazards and the controls required for safe remediation of asbestos in soil.

Key Hazards
Asbestos fibre inhalation during excavation and handling of contaminated soils
Fibre release from screening, crushing, or processing soil containing asbestos fragments
Spread of contamination to clean areas by plant, vehicles, or windblown dust
Inadequate PPE providing false confidence during asbestos soil handling operations
Control Measures
  • Carry out a site-specific risk assessment for asbestos in soil before any remediation work begins.
  • Designate the contaminated area as a controlled zone with restricted access and decontamination facilities.
  • Wear RPE with minimum P3 filters and disposable Type 5 coveralls during all handling of contaminated soil.
  • Apply water suppression to control dust during excavation, loading, and transport of contaminated material.
  • Clean all plant and vehicle tracks in the decontamination area before leaving the controlled zone.
  • Carry out air monitoring at the zone boundary and in the breathing zone of operatives during work.
  • Dispose of asbestos-contaminated soil as hazardous waste to a licensed facility with consignment notes.
  • Brief all operatives on the controlled zone boundaries, PPE requirements, and decontamination procedures.
  • Ensure a licensed asbestos removal contractor supervises the work where fibre levels may exceed the control limit.
Remember
  • A site-specific risk assessment for asbestos in soil is required before any remediation begins
  • Designate a controlled zone with restricted access and full decontamination facilities
  • Wear P3 filtered RPE and Type 5 disposable coveralls during all handling of contaminated soil
  • Apply water suppression during excavation, loading, and transport to control airborne fibres
  • Carry out air monitoring at the zone boundary and in the breathing zone during all work
  • Dispose of contaminated soil as hazardous waste to a licensed facility with consignment notes
