What?

  • A birdcage scaffold is a freestanding structure of standards and ledgers providing a full working platform.
  • Birdcage scaffolds are used for large-area work at height such as ceiling and soffit access.
  • The scaffold must be designed by a competent person and erected to a specific layout drawing.
  • All standards must be founded on base plates with adequate sole boards on firm ground.
  • Bracing in both plan and elevation is critical — birdcage scaffolds are inherently less stable than tied types.
  • Maximum bay sizes and lift heights must comply with the design and TG20 guidance where applicable.
  • The working platform must be fully boarded with guardrails and toeboards on all open edges.
  • Access to the platform level must be via an internal ladder or stair tower within the scaffold.
  • Loading limits must be displayed and understood by all users — overloading causes collapse.
  • Birdcage scaffolds must be inspected every seven days and after any event likely to affect stability.

Why?

Collapse preventionBirdcage scaffolds cover large floor areas and a collapse can injure many workers simultaneously.
Fall protectionWithout full boarding and edge protection, workers face serious fall-from-height risks across the platform.
Legal requirementThe Work at Height Regulations 2005 require scaffolds to be erected, inspected, and used by competent persons.
Do Don't
  • Ensure the birdcage scaffold is designed and erected to an approved drawing
  • Check all base plates are on sole boards resting on firm level ground
  • Verify bracing is installed in both plan and elevation as specified
  • Confirm the platform is fully boarded with guardrails and toeboards fitted
  • Display the maximum permitted loading on the scaffold clearly
  • Use internal ladders or stair towers to access the working platform
  • Inspect the scaffold every seven days and record findings in the register
  • Check the scaffold after adverse weather before allowing workers to access it
  • Ensure only trained scaffolders erect, alter, or dismantle the structure
  • Report any missing components, damage, or movement to the scaffold supervisor
  • DON'T use a birdcage scaffold that has no scaffold inspection tag displayed
  • DON'T overload the platform beyond the stated safe working load
  • DON'T remove bracing members to create access or clear obstructions
  • DON'T climb the outside of the scaffold instead of using the proper access
  • DON'T alter the scaffold layout without approval from a competent scaffolder
  • DON'T store heavy materials on the platform unless the design allows it
  • DON'T use the scaffold if boards are missing, loose, or not properly supported
  • DON'T erect a birdcage scaffold on uncompacted or sloping ground
  • DON'T allow untrained workers to carry out any scaffold modifications
  • DON'T ignore signs of settlement, leaning, or movement in the scaffold
