Agency Worker Induction and Competency
Agency workers are often new to the site, unfamiliar with the layout and hazards, and may have varying levels of competency and experience. They are statistically more likely to be involved in incidents during their first days on a new project. A thorough induction and competency check before they start work is essential for their safety and the safety of everyone around them. This talk covers the induction and competency requirements for agency workers.
Key Hazards
Agency workers injured because they were not properly inducted before starting work
Incompetent workers assigned to tasks beyond their skill level or certification
Site rules not understood due to language barriers or inadequate induction delivery
Missing CSCS or competency cards indicating unverified skills and training
Control Measures
- Complete a full site induction for every agency worker before they start any activity on site.
- Verify CSCS cards, trade qualifications, and competency certificates against the original documents.
- Check that the agency worker has relevant experience for the specific tasks they are assigned to.
- Assign a buddy for the first shift to orientate the agency worker to the site layout and hazards.
- Confirm that the worker understands English to a level sufficient for safety-critical communication.
- Brief the agency worker's direct supervisor on their verified skills and any limitations identified.
- Ensure the agency has provided the worker's training records, medical clearance, and insurance details.
- Review the agency worker's performance during their first week and address any competency gaps.
- Record the induction completion, competency checks, and buddy assignment in the site personnel file.
