Construction sites near rivers, estuaries, and flood plains face the risk of rapid water level rise from heavy rainfall, tidal surges, or upstream dam release. Floodwater can trap workers in excavations, sweep away plant, and contaminate the site with sewage and debris. An effective flood response plan saves lives and limits damage. This talk covers the flood risk controls and emergency response procedures for UK construction sites.

Control Measures
  • Identify the site flood risk using Environment Agency flood maps and historical data.
  • Establish flood warning trigger levels linked to upstream river gauges or tidal predictions.
  • Develop a site-specific flood response plan with clear evacuation routes and assembly points.
  • Brief all operatives on the flood response plan and evacuation triggers during site induction.
  • Store critical plant and materials above the predicted flood level wherever practicable.
  • Install pumps with backup capacity to manage rising water in excavations during rainfall events.
  • Monitor weather forecasts and river levels daily during periods of heavy or sustained rainfall.
  • Remove all loose materials, fuel containers, and chemicals from the flood risk area before events.
  • Conduct a post-flood inspection before allowing anyone to re-enter the site after flooding.
Emergency / Rescue

If floodwater is rising and threatens the work area, evacuate immediately to the designated high-ground assembly point. Account for all personnel. Call 999 if anyone is trapped. Do not attempt to drive through or wade across floodwater.
