What?

  • Every person must sign in on arrival and sign out on departure from a construction site.
  • The sign-in register provides the roll call used during emergency evacuations to account for everyone.
  • CDM 2015 requires the principal contractor to maintain a record of all persons present on site.
  • If you are not signed in and an evacuation occurs, rescuers may enter a dangerous area looking for you.
  • Most sites use electronic turnstiles, biometric scanners, or manual sign-in sheets at the gate.
  • Visitors, delivery drivers, and client representatives must also sign in through the same system.
  • Sign-in data is also used for workforce planning, attendance monitoring, and security management.
  • Leaving site without signing out creates a false headcount that compromises emergency response accuracy.
  • Short-term absences from site, such as going to collect materials, must also be recorded.
  • The fire assembly point roll call relies entirely on the accuracy of the sign-in register.

Why?

Emergency evacuationThe sign-in register is the only way to confirm everyone is accounted for after an emergency evacuation.
Legal requirementCDM 2015 requires the principal contractor to know who is on site at all times for safety purposes.
Rescue riskIf the register shows you on site but you have left, emergency services may risk their lives searching for you.
DoDon't
  • Sign in at the gate or reception point every time you arrive on site.
  • Sign out every time you leave site, even if only for a short period.
  • Carry your site access card or ID badge visibly at all times on site.
  • Report any problems with the sign-in system to the gateman or site office.
  • Ensure visitors you are hosting sign in and out through the correct process.
  • Check your sign-in status if you are unsure whether the system registered you.
  • Know the location of the fire assembly point and attend it during all drills.
  • Update your personal details on the system if your phone number or employer changes.
  • Use the buddy system to confirm your workmate has also signed in on arrival.
  • Cooperate with roll call procedures during fire drills and actual evacuations.
  • DON'T enter site without signing in — even if you are running late for a briefing.
  • DON'T tailgate through a turnstile behind another person using their card.
  • DON'T sign in for someone else or let another person use your access card.
  • DON'T leave site without signing out — the register must reflect who is present.
  • DON'T assume the gateman saw you arrive — complete the sign-in process yourself.
  • DON'T ignore a failed card swipe — report it and sign in manually instead.
  • DON'T bypass the sign-in point by entering through an alternative route or gap.
  • DON'T lend your access card to a colleague who has forgotten theirs today.
  • DON'T treat sign-in as a minor admin task — it is a critical safety control.
  • DON'T skip the fire drill because you are busy — attend the assembly point.
