Welfare Facility Standards and Legal Minimum

Adequate welfare facilities are a legal requirement on every construction site from the first day of work. This includes toilets, washing facilities with hot and cold water, drinking water, a heated rest area for breaks, and somewhere to change and store clothing. Poor welfare standards affect worker health, morale, and hygiene. Employers must provide and maintain these facilities, and workers have a right to expect clean and functional welfare provision throughout the project.

Hypothermia or heat stress without appropriate heated or shaded rest areas
Skin disease from inability to wash contaminated skin promptly after exposure
Control Measures
  • Ensure toilets are provided at a ratio suitable for the number of workers on site.
  • Provide washing stations with hot and cold running water, soap, and drying facilities.
  • Make clean drinking water available at accessible locations across the site.
  • Provide a heated, sheltered rest area with seating and facilities to warm food.
  • Maintain all welfare facilities to a clean and hygienic standard throughout the project.
  • Provide separate changing and drying facilities for wet weather clothing and PPE.
  • Ensure welfare facilities are accessible to all workers including those with disabilities.
  • Display information on welfare facility locations during the site induction.
  • Inspect welfare facilities daily and report any damage, shortages, or cleanliness issues.

  • Welfare facilities are a legal requirement from day one on every construction site.
  • Clean toilets, hot water for washing, and drinking water are the absolute minimum standard.
  • A heated rest area must be available for breaks — eating in dusty work areas is a health risk.
  • Hand washing before eating prevents ingestion of hazardous substances including cement and lead.
  • Report any welfare issues promptly because poor standards affect everyone's health and wellbeing.
  • Workers have a legal right to adequate welfare and should never accept substandard provision.
