Principal Contractor Safety Duties
Under CDM 2015, the Principal Contractor has overall responsibility for managing health and safety during the construction phase. They must plan, manage, and monitor the work to ensure it is carried out safely, coordinate the activities of all contractors on site, and ensure the workforce is properly consulted and informed. This talk explains the key duties so every worker understands who is responsible for what on site.

Control Measures
- Ensure the Principal Contractor is formally appointed in writing before the construction phase begins.
- Prepare and maintain a construction phase plan covering site rules, risks, and emergency arrangements.
- Provide a site induction for every worker before they start work on the project.
- Coordinate the activities of all contractors to prevent interference between overlapping operations.
- Ensure all contractors provide suitable risk assessments and method statements before starting work.
- Display site rules, emergency contacts, and the fire plan on notice boards at the site entrance.
- Consult the workforce on health and safety matters through regular toolbox talks and safety forums.
- Monitor contractor compliance with site rules through inspections, audits, and observations.
- Ensure welfare facilities including toilets, washing, rest areas, and drinking water are maintained.
