Disc Cutter and Cut-Off Saw Safety

Disc cutters and cut-off saws are among the most dangerous hand-held power tools used on construction sites. They operate at high speed and are used to cut concrete, stone, metal, and asphalt. The main risks are blade contact injuries, kickback, silica dust exposure, noise, and vibration. Serious lacerations, amputations, and even fatalities have resulted from improper use. Only trained and competent operatives should use these machines, with the correct blade fitted for the material being cut.

Noise and vibration exposure exceeding daily action values during prolonged use
Control Measures
  • Ensure only trained and competent operatives use disc cutters and cut-off saws on site.
  • Select the correct blade type and size for the material being cut and check it is not damaged.
  • Ensure all guards are fitted, secure, and correctly positioned before starting the machine.
  • Use water suppression to control dust when cutting concrete, stone, or masonry materials.
  • Wear the correct PPE including eye protection, hearing protection, RPE, and cut-resistant gloves.
  • Secure the workpiece firmly before cutting and never cut freehand without proper support.
  • Allow the blade to reach full speed before applying it to the material being cut.
  • Never remove or adjust the blade guard while the machine is running or the blade is spinning.
  • Inspect the machine before each use, check the blade for cracks, and test the dead man's switch.
Emergency / Rescue

If a cutting injury occurs, apply direct pressure with a clean dressing and call 999 immediately. For amputations, wrap the severed part in a clean damp cloth, place in a plastic bag on ice, and send it to hospital with the casualty.

  • Disc cutters cause some of the most severe hand and arm injuries on UK construction sites.
  • Always check the blade is correct for the material and undamaged before every use.
  • Guards must never be removed or adjusted and the dead man's switch must function correctly.
  • Water suppression is essential when cutting concrete or stone to control cancer-causing silica dust.
  • Kickback is caused by blade pinching in the cut — secure the workpiece and use the correct technique.
  • If the blade wobbles, vibrates excessively, or makes unusual noise, stop immediately and inspect.
