Subcontractor Pre-Qualification Assessment
Pre-qualification assessment ensures that subcontractors have the competence, resources, and safety management systems to work safely on your project before they arrive on site. Engaging a subcontractor without checking their safety record, insurance, and capability can lead to serious incidents and legal liability for the principal contractor. - Verify the subcontractor's health and safety policy, risk assessments, and method statements before appointment.
- Check that employers liability insurance is current, adequate in value, and covers the project activities.
- Review the subcontractor's accident and incident record for the previous three years as a minimum.
- Confirm that all operatives hold valid CSCS, CPCS, or equivalent competency cards for their trade.
- Assess the subcontractor's safety management structure including named competent person and supervision levels.
- Request evidence of relevant accreditations such as CHAS, SafeContractor, or Constructionline membership.
- Check that the subcontractor has adequate welfare provision arrangements or will use the site facilities.
- Document the pre-qualification assessment and retain records in the project safety file.
- Do not allow any subcontractor to start work until the pre-qualification assessment is completed and approved.
