Description
The PIC Competence Assessment is an Excel-based competence management system for Persons In Charge (PICs) on construction projects. It includes Stage 1 (Tender) and Stage 2 (Pre-Start) checklists that verify a candidate's qualifications, experience, training and site-specific knowledge before they take charge of works, providing a structured gateway process aligned with CDM 2015 competence requirements.
Once in role, each PIC can receive up to 12 periodic performance assessments scored across seven criteria: safety awareness, responsibility, conduct, planning, communication, people management and quality. Each criterion is rated on a 1β5 scale using anchored descriptors that define exactly what constitutes each score level, removing subjectivity and ensuring consistency across assessors.
The performance dashboard presents score trends over time with best and lowest criterion averages highlighted, making it easy to identify strengths and development needs. An assessment log tracks adjusted scores (where moderation has been applied) and open actions arising from each review. The template is designed for project managers, construction directors and H&S managers who need to demonstrate PIC competence assurance on major infrastructure projects.
